Defendant shall be punished by a fine of KRW 5,000,000.

When the defendant does not pay the above fine, 100,000 won.

Punishment of the crime

1. A person who intends to engage in development activities, such as changing the form and quality of land in violation of the National Land Planning and Utilization Act, shall obtain permission from the Special Metropolitan City Mayor, Metropolitan City Mayors

Nevertheless, around April 11, 2011, the Defendant purchased 12,397 square meters prior to the purchase in Hongcheon-gun, Hongcheon-gun, Gangwon-do, and had his mind to operate a “D camping site” by packaging the said land as aggregate around May 2013.

Around May 2013, the Defendant used the land as a camping site and a road by putting the 7,643 square meters of the above land into a flat with an excavated machine and a track, and then changing the form and quality of the land as a method of packing aggregate on the above-mentioned land.

Accordingly, the defendant was engaged in development activities without obtaining permission from the competent authorities.

2. Any person who intends to occupy and use land in a river area violating the River Act shall obtain permission from the river management agency.

Nevertheless, from May 2013 to October 15, 2013, the Defendant changed the form and quality of the land of 14,696 square meters on the land of 14,69 square meters among the areas to operate a camping site, which is a river area adjacent to the land as described in paragraph (1), and used it as a camping site.

Accordingly, the defendant occupied land in the river area without obtaining permission from the competent administrative agency.
