1. The plaintiff's claim is dismissed.
2. The costs of lawsuit shall be borne by the Plaintiff.
Reasons
1. The following facts do not conflict between the parties, or may be acknowledged if the whole purport of the pleadings was added to the statements in Gap evidence 10, Eul evidence 8-1 to 3.
(1) The Plaintiff entered the National University B (hereinafter “B University”) on March 2, 2011, and was a prospective graduate of 2013 as of March 2, 2012, when entering the National University (hereinafter “Design Department”).
Belgium The defendant appointed a local public official in Chungcheongnam-do through a career competitive examination for appointment (which means a new appointment method prescribed by Article 27 (2) of the Local Public Officials Act, and which means an examination for appointment as a competitive method for many persons falling under the same cause, such as career, and which sets the requirements for application in certain cases) after graduating from among the prospective graduates of B University, who are selected as a scholarship student.
B. (1) On August 13, 2012, the Defendant prepared a draft basic plan on the selection of scholarship students for appointment of local public officials in the year 2012 and notified B University of the proposal, and the part on the number of selected students is as follows:
The number of selected persons: 10 department 18 (Do 13 and Si/Gun 5) series 6 series 1212 Do 123, 135 111 13 (Min1), Si/Gun 52-2 - 13 (Min1) - 13 (Min1) Do 187 12123, 111 13 (Min1) - 52-2 - - - 21- - - 1- Minsan 31 - - 31- - 1-1, and the selection methods and criteria set out in the above basic plan are as follows. Among them, 7 persons assigned to the administrative series 6 category 7 among the above selected persons are included in the selection methods set out in the existing “integrated selection methods”, namely, autonomous administration, police administration, design department, and non-tourism type of hotel.
