1. The plaintiff's claim is dismissed.

2. The costs of lawsuit shall be borne by the Plaintiff.

In fact, among the Ordinance on the Establishment and Operation of the Dong General Welfare Center (Ordinance No. 1715, Nov. 10, 2015; hereinafter referred to as the "Ordinance of this case"), the main contents related to this case are as follows.

Article 15 (Entrusted Operation) (1) For the efficient operation of a welfare center, the head of a Si may fully or partially entrust the operation of the relevant facility to the relevant residents' autonomous committee, social welfare foundation, non-profit corporation, etc.

(2) The period of entrustment under paragraph (1) shall be three years, and such period may be extended only once according to the results of evaluation.

Article 16 (Composition, etc. of Steering Committee) (1) A trustee shall organize the "Steering Committee of the Welfare Center" (hereinafter referred to as the "Steering Committee") to deliberate on matters concerning the operation of facilities, and Article 24 of the Enforcement Rule of the Social Welfare Program Act shall apply where a social welfare foundation or nonprofit corporation, etc

(3) The chairperson shall be elected from among members.

(1) Notwithstanding paragraph (3), when a residents' autonomous committee is entrusted and operated with a welfare center, the chairperson of the steering committee shall be the chairperson of the residents' autonomous committee, and the term of office shall be up to the term of office of the chairperson of the relevant

Article 17 (Functions of Operating Committee) The Steering Committee shall deliberate and decide on the following matters:

1. Matters concerning the management of human resources and facilities, the development of programs, welfare programs, etc. of the welfare center;

2. Matters concerning tuition fees and payment for users of the welfare center;

3. A trustee under Article 18 (Duties of Trustee) of the matters concerning the accounting and operation of the welfare center shall comply with the following duties:

1. A trustee shall make every effort to revitalize the welfare center in compliance with the provisions of this Ordinance;

2. A trustee shall perform his/her duties as a good manager of all facilities during the period of entrusted operation;

3. Where the trustee desires to install new internal facilities.
