A shall be punished by a fine for negligence of KRW 900,00, and by a fine of KRW 700,000.

The above fines are imposed by the Defendants.

Punishment of the crime

Defendant

A has been elected as a candidate for the head of the National Dong-si Incheon Central Election Management Office, which was implemented on June 4, 2014, and is currently working as the head of the F Office, and Defendant B has been working as a mobile volunteer in the election process.

1. Defendant A

A. The Defendant posted campaign posters stating that he/she graduated from the Incheon FF’s poster posting place from May 22, 2014 to June 3, 2014, stating that he/she had completed the posting at the Incheon FF’s poster high school.

However, the Defendant graduated from the “Seoul High School,” which is a de facto vocational field, and there was no difference between the Defendant and the “Seoul High School,” and there was no actual existence of the “Seoul High School.”

In the end, the Defendant published false facts by stating the academic background differently from the facts for the purpose of winning the election.

B. Around 2006, the Defendant made a personal promotional website (G) while going to the election of the Incheon Si Council members, and indicated that “one-year completion of a graduate school managing H University” and “the president of H University management graduate school 29 years” in the aforesaid website.

On April 2014, the Defendant: (a) taken the mind to use the protocol box on the website at the 6th regional election of Dong-si local elections; (b) had I, who worked at an election office, revised the protocol column on the website from 47 to 55; and (c) published the non-regular academic background called “one-year completion at H University Management Graduate School” in the above protocol column and “H University Management Graduate School Head of H University 29 Year University Graduate School Head of H University” in the above protocol column in the manner of imposing taxism, without correcting it.

In the end, the defendant entered the irregular academic background for the purpose of winning the election and published the false academic background.

2. Defendant B: (a) on March 23, 2014, the Defendant had actual educational background A with K on the Internet publicity website production company J’s staff at an influent place.
