Defendant shall be punished by a fine of KRW 3,000,000.

When the defendant does not pay the above fine, 100,000 won.

Punishment of the crime

No person shall build public facilities, such as roads, and change the form and quality of land in an urban natural park zone without permission from the competent administrative agency.

Nevertheless, on September 2015, the Defendant, without obtaining permission from the competent administrative authority, performed concrete packing works of approximately 30 square meters of land B and C in Yeonsu-gu Incheon, which is designated as an urban natural park area.
