In collusion with B, the Defendant violated the Passport Act: (a) in order to obtain a passport after having reported a false birth of a child born by the Vietnam husband and wife, the Defendant received a son’s photograph from the Vietnam husband and wife and received a passport from the Vietnam husband and wife.
