The defendant shall be innocent.

1. Violation of restrictions on the operation of vehicles at a place of business where Korean road construction works are added to the central expressway at around 17:15 on October 19, 1999 by the employees of the defendant specified in the facts charged;

2. Since punishment laws applied to a summary order subject to review have lost effect retroactively according to the Constitutional Court’s decision of unconstitutionality, the Defendant is acquitted under the former part of Article 325 of the Criminal Procedure Act.
