1.The judgment of the first instance shall be modified as follows:

1. Basic facts

A. The Defendant classified life contract workers and fixed-term workers employed by the Defendant pursuant to the Regulations on the Management of Fixed Contract Workers in Jeju Special Self-Governing Province and Fixed-term Workers before the organization reorganization as follows. Among street cleaners, some of the persons who possess a large driver's license and the general function (a part of the public official in the occupational category of cleaning vehicles) were employed by the Defendant.

1. Administrative affairs personnel: Personnel who handle the affairs requiring responsibilities, such as issuance of certificates of civil petitions, operation of administrative computer programs, health, etc., and affairs conducted by public officials in general service, and who work for an office on a full-day basis;

2. Simple labor personnel: Personnel department engaged in simple labor, such as management of facilities, construction work personnel, management of information and data, etc., on-site technical personnel of the present business department, and other human resources who do not require to work as an end office during daily working hours;

3. Road repair personnel: Human resources employed under the Regulations on the Maintenance, Repair, etc. of Roads, and human resources engaged in the field affairs of road management, including road maintenance, etc.;

4. Street cleaners: Human resources engaged in environmental beauty work, such as collection and disposal of wastes, cleaning, etc.;

5.
