Defendant shall be punished by a fine of KRW 3,000,000.

When the defendant does not pay the above fine, 100,000 won.

Punishment of the crime

The defendant is the owner of C's land and its affiliated buildings in Namyang-si, which is a development restriction zone.

No person shall construct a building or change the form and quality of land without permission within a development-restricted zone.

Nevertheless, around July 10, 2015, the Defendant newly constructed three buildings with a total of approximately 84.5 square meters of residential facilities, one Dong, one warehouse of approximately 72 square meters, and one Dong warehouse of approximately 84.5 square meters in size on the above land without obtaining a construction permit or a permit for changing the form and quality of the land from the Namyang-ju, a competent authority, on the above land. On December 10, 2015, the Defendant changed the form and quality of the building by using a concrete building of approximately 200 square meters in size on the above land, the land category of which is the entire land category, and by using a light panel and a steel farm of about 165 square meters without obtaining a construction permit or a permit for changing the form and quality of the land on the above land. The Defendant changed the form and quality of the building without obtaining prior permission from the competent authority, and the Defendant newly constructed one building without obtaining prior permission from the competent authority.
