Reasons
Criminal facts
No person, other than a narcotics handler, shall sell, receive, administer, possess, etc. psychotropic drugs psychotropic drugs (hereinafter referred to as "copon"), and the defendant is not a narcotics handler.
1. On February 10, 2019, the Defendant: (a) remitted 400,000 won in the name of “C” as the Defendant came to know through Chinese friendship B on February 10, 2019; (b) purchased 9g of philopon from B and D total nine times from around the following day to July 13, 2019, by posting in the house of the Won-si, Ansan-si, Ansan-si; and (c) purchased 9g of philopon from B and D totaling nine times, such as a list of crimes (1).
2. On May 11, 2019, the Defendant: (a) asked B to deliver phiphones free of charge; (b) sought 0.3 g of phiphones set up in the “b” method in the vicinity of the Dong-gu, Ansan-si; and (c) received 0.8 g of phiphones totaling four times from the sales volume B to May 20, 2019, as shown in the list of crimes (2).
3. At around 12:00 on February 11, 2019, the Defendant administered 13 instances in total, as shown in item (3) of the Crimes List from around the Songpa-gu Seoul Songpa-gu Sambrophones, including the following: (a) opening approximately 0.2 g of the penphones purchased, such as in item (1)-1 of the Crime Scambrophones; (b) taking the bottom of the cambrophones on the cambling site; and (c) taking the cambrophones over a total of 13 times from around that time until July 16, 2019.
4. On July 16, 2019, the Defendant: (a) around 10:15, the Defendant: (b) kept the remainder after being administered, such as the Defendant’s dwelling Songpa-gu Seoul F building G, and the Defendant’s philopon’s 1.1g of the philopon purchased, such as the Defendant’s dwelling F building G, and the “crime 1.1g of the list of crimes (1).”
