1. The plaintiff's appeal is dismissed.

Reasons
1. The reasoning of the court’s explanation as to the instant case is as follows, except for a modification of the judgment of the first instance and an additional determination as to the instant case pursuant to Article 8(2) of the Administrative Litigation Act and the main text of Article 420 of the Civil Procedure Act.
Newly Inserted by Presidential Decree No. 2600, Mar. 1, 2015> No. 2, 12, “ March 4, 2015” shall be deemed “ March 1, 2015.”
