The prosecutor's appeal is dismissed.

1. The court below erred in the judgment of the court below which acquitted the victims of a public prosecutor's appeal on the following grounds: (a) the victims' consistent and detailed statement as to the circumstances at the time of the crime of conflict between the victims and the statements by reference witnesses supporting the above statements, currency details, the existence of seized cosmetics, and the defendant's dominant position as the publisher of the South-North Korean local media; and (b) the administrative inspection by the related agency is already conducted against the pertinent enterprises through articles of newspaper operated by the defendant; (c) the defendant already posted articles to the effect that the defendant's newspaper operated by the defendant is negative to the examination of the newspaper company operated by the defendant or appointed from the related agency for the company which did not pay the money to the victims; and (d) even if the defendant did not request the victims to pay the money directly to the victims, the defendant did not have the civil petition; (e) there was no expense; and (e) there was a lack of Chinese conflict expenses"; and (e) there was an error in the misapprehension of the judgment of the court below.

2. The summary of the facts charged in the instant case is that Defendant A served as a reporter at the south of the Jeon River and the Jeon River Day from around 2008 to March 201; from around April 201, Defendant A operated an online newspaper company in Namwon-si; the victim F is a person operating the aggregate extraction business in the name of “H”; the victim F is a person operating the aggregate extraction business in the name of “J” in Namwon-si; the victim K is a person operating the aggregate extraction business in the name of “J” in Namwon-si; and the victim K is a person operating the aggregate extraction business in Namwon-si L from Namwon-si to March 201; the victim N is a person operating the aggregate extraction business in the name of “(J)” in Namwon-si, the victim N.
