The Defendant inflicted forest damage on KRW 6,210,637 (applicable to KRW 3,596.2 per square meter per 1 square meter per mountainous district in 2012) by organizing a site to cover stone as a poluor without permission from the competent authority and converting it into an illegal mountainous district on September 20, 2012.
