No person who has not registered a driving school shall conduct the driving education for motor vehicles, etc. outside the driving school, etc. in return for payment.

B and C around April 3, 2014, the domain name “D” and the Internet homepage “E” were established under C’s name, and around March 18, 2015, the domain name “F” and the Internet homepage “G” were each established under B’s name, and the Defendant recruited students who wish to undergo road driving training using the above website, etc. without being registered with the competent authority, and the Defendant, as an unqualified driving instructor who did not register, was introduced from B, etc., and provided driving education in return for consideration to the roads of Seoul and Gyeonggi Gyeonggi.

around May 30, 2015, the Defendant received the name, contact information, amount, area, etc. of H recruited through the above website from B by means of text messages, and found it near the H’s house in Dongdaemun-gu in Seoul, and provided approximately 10 hours of driving education using H’s vehicle, and received KRW 230,000 from H as tuition fees.

The Defendant, in collusion with B, etc. from May 20, 2015 to June 28, 2015, received a total of 2,612,00 won as tuition fees from students on 24 occasions in collusion with B, etc., as shown in the attached crime sight table (5).
