The defendant shall be innocent.

On December 17, 2008, the Defendant was sentenced to three years of imprisonment for rape, four years of suspended execution, etc. at the Busan High Court, and the sentence became final and conclusive on December 25, 2008, and was classified as subject to perusal of sexual offenders under the Act on the Protection of Children and Juveniles against Sexual Abuse.

Where personal information is changed, a person subject to inspection shall submit the reason and details of the change to the head of a police agency having jurisdiction over his/her domicile within 30 days from the date of occurrence

On December 20, 2010, the Defendant did not report to the head of the ASEAN Police Agency having jurisdiction over his/her domicile, without justifiable grounds, even though he/she changed his/her workplace to two factories of the ASEAN C&A company.

Judgment

1. On December 20, 2010, the Defendant submitted the reasons and details for change to the Asan Police Station within 30 days after changing the location of the workplace.

2. According to evidence, such as a copy of the personal information submitted by the Defendant within a given period and the fact-finding inquiry statement, the Defendant submitted an application for the submission of personal information recorded by changing the workplace to Asan City D on December 31, 2010 when the workplace was changed on or around December 20, 2010, to the Asan Police Station, and the Asan Police Station submitted the application for the submission of personal information to the Asan Police Station. On January 6, 2011, the Asan Police Station submitted the above application for the submission of personal information, a copy of the identification card (in the back of the identification card, the address changed to Asan City D as of October 20, 201), a copy of the registration certificate, a copy of the registration certificate, etc., to the Minister of Gender Equality and Family, and the fact-finding on February 21, 201, the Ministry of Gender Equality and Family received the said changed personal information document, respectively.

On the other hand, according to the registered personal information, the location of the defendant's workplace is still written in Ulsan Northern-gu E, but the address and actual place of residence of the defendant are changed from Ulsan to Asan, and the personal information is attached to the submission of personal information.
