Reasons
Punishment of the crime
On November 4, 2014, the Defendant issued a summary order of KRW 3 million for the violation of the Road Traffic Act at the Jeju District Court on November 4, 2014, and on June 9, 2016, the same court issued a summary order of KRW 3 million for the same crime.
On July 3, 2016, from around 02:44 to 02:55, the Defendant driven a D-5 car with a blood alcohol concentration of 0.213% while under the influence of alcohol, and at least 200m D-5 car around C in front of the road in Jeju Island B.

Nevertheless, the defendant did not comply with a police officer's request for sobage measurement without justifiable grounds.
