1. Revocation of a disposition rejecting the disclosure of information on the network B’s photographs and the records related to the instant lawsuit.
Reasons
1. Circumstances and basic facts of the disposition;
A. On July 21, 2006, the Deceased, who is a dependent of the Plaintiff, died far from the window of the 8th floor of the rooftop entrance stairs, 205-dong, Pakistan-si.
After investigating the above case, the Gyeonggi-gu Police Station judged that the deceased died of a person, and terminated the internal investigation under the direction of the prosecutor in charge of the Goyang-gu District Prosecutors' Office on September 7, 2006.
B. On April 25, 2011, the Plaintiff filed a request with the Defendant for the disclosure of information on the entire autopsy photographs related to the deceased, and on April 26, 2011, the Defendant determined the disclosure of the body autopsy report and the postmortem examination photograph eight copies to the Plaintiff and notified the Plaintiff thereof.
On the same day, the Plaintiff again requested the Defendant to disclose the information on the deceased’s body photograph, a re-written fingerprint, and a witness D statement. On May 2, 2011, the Defendant determined the disclosure of the witness’s statement and notified it to the Defendant on May 2, 201, 8 copies of the on-site photograph (one of them is the photograph taken at the time the deceased fell and was found to fall) and the witness’s (D) statement.
C. On January 10, 2014, the Plaintiff requested the Defendant to disclose “a list of pictures and investigation records by side trees”. On January 15, 2014, the Defendant did not hold the list because the list of investigation records was not prepared on the Plaintiff on January 15, 2014, and once again disclosed eight copies of the field pictures published earlier.
On July 3, 2014, the Plaintiff again requested the Defendant to disclose “the list of the deceased’s pictures, written opinions, and records” to the Defendant. On July 7, 2014, the Defendant rejected the disclosure on the ground that the disclosure constitutes a concern that the disclosure would impair the reputation, privacy, safety of the body, and peace of life of the persons related to the instant case, and that the disclosure constitutes information that could cause unnecessary new disputes, etc.

The plaintiff is dissatisfied with the disposition of this case to the Central Administrative Appeals Commission on July 28, 2014.
