B Promotion Committee for the Establishment of a Regional Housing Association was organized at Cwon around September 25, 2019 to promote a new apartment construction project of the Regional Housing Association in Yangju-si, and the defendant is a member of the said Promotion Committee.

On the other hand, around June 21, 2018, the committee for promotion of the D Regional Housing Association (hereinafter “the committee for promotion”) was formed to withdraw part of the members of the “B District Housing Association Establishment Promotion Committee” and to promote the same project with respect to the same project site. Victims E is a director of the said committee for promotion, and victims F is the representative of G Co., Ltd., an agent of the said committee for promotion.

around 14:00 on May 30, 2019, the Defendant sought the said I Association around May 29, 2019, with the knowledge that the general assembly to establish the regional housing association of the said Promotion Committee was held at the auditorium in the building of “I Association” located in H in Gui-si, Gui-si.

1. 모욕 피고인은 2019. 5. 29. 14:00경 구리시 H에 있는 ‘I조합’ 2층 사무실에서, 성명불상의 I조합 직원으로부터 “위 추진위원회에서 사기 분양을 하고 있다고 주장하는 사람이 있어 총회 장소 제공이 어렵겠다.”라는 취지의 연락을 받고 찾아온 피해자 E에게 위 I조합의 상무 J 및 다수의 위 I조합 직원들이 듣고 있는 가운데 “이게 사기잖아, 사기 분양하고 있잖아, 야, 이런 개 같은 년, 야, 이 씨발년아, 이런 개 썅년이 있어, 진짜 아주 사기꾼, 이년아, 썅년아, 나쁜 년 같으니라고, 아주 쌍년, 이 썅년.”이라고 욕설을 하여 공연히 피해자를 모욕하였다.
