The defendant shall be innocent.

1. A violation of the restriction on vehicle operation in front of the business office of Cheongcheon-si, the branch office of the Korea Highway Corporation, Jincheon-si, the branch office of the Korea Highway Corporation 111 kilometers in the middle-west Highway located in the Chungcheongbuk-si around March 19, 199, among the employees of the defendant specified in the facts charged;

2. Since the penal provisions applied to a summary order subject to review have retroactively lost effect according to the Constitutional Court’s decision of unconstitutionality, the Defendant is acquitted in accordance with the former part of Article 325 of the Criminal Procedure Act.
