1. Facts of recognition;

A. On October 2017, the Busan Regional Government Procurement Service, under the Defendant’s control, issued a public notice of the bid for purchase of procurement commodities (goods) with respect to the “C Corporation (Rope Pib and Yangyang-be) total sand contract” (hereinafter “instant bid”) as the Defendant’s Intervenor joining the Defendant.

B.
