1. All of the plaintiffs' claims are dismissed.

1. Basic facts

A. Construction Co., Ltd., Ltd., as a party to the contract (hereinafter, “Defendant Treatment Construction”) is a construction company that constructed the Cheong Fauro apartment (which consists of four apartment units of underground floors, 48 to 58 floors, 751 units, and ancillary welfare facilities; hereinafter, “the apartment unit”) in the Incheon Seo-gu, Seo-gu, Seo-gu, Seo-dong, Changdong, and Seohee-dong, Incheon Free Economic Zone Cheongsi District (hereinafter, “Cheongbu District”) located in the Incheon Free Economic Zone Cheongbu District (hereinafter, “Cheongbu District”), and the plaintiffs are the developers of the apartment development project of this case, and the plaintiffs are those who succeed to the rights and duties of the buyers of the apartment unit (hereinafter, “the sales contract of this case”).

B. (i) The National Assembly enacted the Act on Designation and Management of Free Economic Zones by Act No. 6835, Dec. 30, 2002. According to Article 4(3), (4) and (6) of the Act, the Minister of Finance and Economy may determine development plans for free economic zones submitted by the Mayor/Do Governor after deliberation and resolution by the Free Economic Zone Committee, or after formulating a development plan for free economic zones by himself/herself, designate free economic zones, and if designated, publicly notify the details thereof in the Official Gazette.

on August 5, 2003, the Dolle Government designated the Incheon Free Economic Zone, including the Cheongra District, through a resolution of the Free Economic Zone Committee, and announced it on August 11, 2003 by the Ministry of Finance and Economy No. 2003-19 (a) of the Ministry of Finance and Economy No. 2003-19 (a) as follows.

1. Name, location, and size of the Incheon Free Economic Zone: The location of the Incheon Free Economic Zone: the area of the Incheon Songdo (Songgu), Young-gu (Seogu), and the daily area of the Cheongdo area (Seo-gu): Total of 209m2 (6,360,000) - Songdo 53 m2 m2;
