Reasons
1. Basic facts
A. Before the establishment of a plan for fostering of middle and high schools in the Bluan-gun's base of the Bluan-gun, the Office of Education of Korea established, on September 26, 201, a plan for fostering of non-high schools in the Bluan-gun, Seoul-gun, in accordance with the "plan for fostering of non-autonomous high schools in an agricultural and fishing village (hereinafter referred to as "non-gold-do elementary schools") in the Bluan-gun, Do (hereinafter referred to as "non-high school area") in 2014, which was abolished in 2014, in combination with the Do elementary high schools (hereinafter referred to as "the instant plan for fostering non-high schools"), and the Do elementary schools was abolished in 2015, in combination with the non-gold middle schools and the non-middle middle schools (hereinafter referred to as "the instant school plan").
B. 1) The Nannam-do Office of Education conducted a survey on the plan for the consolidation of the instant schools from around November 201 to around the Kannam-do Office of Education, through a briefing session for fostering central schools and a promotion council, etc., and then obtained the consent of 98.6% in the non-gold district and 61.7% in the Do elementary area on March 5, 2012, but the Do Elementary and Secondary School Steering Committee rejected the plan for the consolidation of the instant schools on March 22, 2012. On August 9, 2012, the result of the re-examination of the re-examination conducted on August 2, 2012, the results of the 24.3% and the opposing 75.7%, and the plan for the consolidation of the instant schools were rejected.2) The Nannam-do Office of Education held on August 22, 2012, and announced the public re-consultation plan for the consolidation of the instant schools.
3) On October 2012, the Do Elementary, Middle and High School Steering Committee received a letter of consent from 75% (102 households, among 136 households, to promote the fostering of hub middle and high schools, and held extraordinary meetings on October 29, 2012, to the effect that 75% (102 households, agree to the plan for the consolidation of schools of this case) of local parents, excluding those moving into other regions, among local parents.
