The plaintiff's claim is dismissed.

Litigation costs shall be borne by the plaintiff.

1. Basic facts

A. The status B, an incorporated association of the parties (hereinafter “B”) is a volunteer organization that consists of exemplary drivers and is established for the purpose of establishing an advanced traffic order culture through traffic assistance service, street public relations activities, traffic safety campaigns, etc., and is an incorporated association with the permission of the Commissioner of the National Police Agency. The Defendant is an unincorporated association of Seoul Branch, which is a subordinate organization B, and the Plaintiff is a member belonging to the Defendant.

B. On April 8, 2020, D, the chairman of the Defendant’s 18th branch chairman, held a steering committee on April 8, 2020, and appointed D, as the chairman of the election management committee, E, F, and G as election management members, and H as the executive secretary of the election management committee.

2) On April 9, 2020, the Defendant’s Election Management Committee announced a public announcement to inform candidates of the registration and election procedures regarding the election of the 18th branch president. The said public announcement included the following matters:

1) The number of candidates for the Chairperson shall be at least five years after he/she became a member as of the date of the public announcement of the election (referring to his/her affiliated branch) (2) the number of working days for traffic assistance at least 48 days a month and at least 48 days a year (4 year calendar 3) the criteria for traffic assistance shall be the daily working assignment ledger (the president).

4. At the time of the closing date for the registration of candidates and for the registration of witnesses, the attention of 17 p.m. between 9 p.m. and 17 p.m. on April 13, 2020 shall not be received by proxy.

8. Date and time of voting: A place from April 22, 2020 to 17:0 o'clock 2: An I office.

9. 1) Date and time: The Plaintiff submitted an application for candidate for the Defendant’s election management committee on April 13, 2020 to run in the election of the 18th branch president, and C also filed an application for candidate for the same day.

4) The Defendant’s election management commission rejected the Plaintiff’s registration of a candidate due to lack of working number of traffic assistance work, as the chairman of the election management commission D.
