Punishment of the crime

The argument ① The place of the ruling is not the existing three-meter fake road that was first opened around October 2009 for the purpose of connecting to the public service, but the length of E, around September 2015, requesting the Defendant to extend the road by additional 2 meters for the convenience of the passage of the restaurant customers.
