1. The primary defendant Cheongsung Urban Corporation and the Gyeonggi-do Si Corporation shall jointly serve as the plaintiffs 4,570,278,036 won and this shall apply to the plaintiffs.

1. Basic facts

A. The Public Procurement Service affiliated with the defendant's Republic of Korea publicly announced the bidding of the demanding administrative agency to the defendant Samsungsung Urban Corporation, and the "Oeong Marine Industrial Complex Development Project" (hereinafter referred to as the "instant construction project"), which is the Gyeonggi-do Urban Complex Corporation, and selected as the successful bidder the former Samsung Heavy Industries Co., Ltd. (hereinafter referred to as the "Plaintiff Samsung Heavy Industries Co., Ltd"), the plaintiff Samsung Heavy Industries Co., Ltd. (hereinafter referred to as the "Plaintiff Samsung Heavy Co., Ltd"), the plaintiff Samsung Heavy Industries Co., Ltd. (hereinafter referred to as the "Plaintiff Samsung Heavy Co., Ltd"), and the S Development Co., Ltd. (hereinafter referred to as the "S") as the successful bidder.

B. On July 1, 2010, the Plaintiffs and its subsidiaries constituted a joint supply and demand organization representing Plaintiff Samsung Heavy Industries, and concluded a contract for the instant construction project with the Public Procurement Service on July 1, 2010, setting the construction cost as KRW 66,905,501,931, and the completion date as of January 6, 2014.

C. The general terms and conditions of the construction contract for a local government, which is part of the above contract (hereinafter “general terms”) and the standards for tendering and the execution of contracts for a local government (hereinafter “execution standards”) are prescribed in attached Table 1. D.

After that, the defendant Cheongsung Urban Corporation and the Gyeonggi-do Si Corporation concluded the following modifications with respect to the plaintiffs and their subsidiaries as to the instant construction work.
