1. Details of the disposition;

A. On August 15, 1980, the Plaintiff entered the Army and was appointed as a noncommissioned officer on February 21, 1981, and was discharged from military service on February 28, 1986.

B. On January 10, 2012, the Plaintiff filed an application with the Defendant for registration of persons who rendered distinguished services to the State on the ground that the Magneal Distress (hereinafter “instant injury”) occurred due to the handling of explosives in inventory, the breadth, shooting, and underwater training during the military service.

However, on May 29, 2012, on the ground that there is no objective evidence to prove that the instant injury or disease occurred due to the performance of official duties in the military, the Defendant rendered a non-specific decision-making disposition on the requirements of persons who rendered distinguished services to the State (hereinafter “instant disposition”).

C. The Plaintiff filed an administrative appeal with the Central Administrative Appeals Commission, but was dismissed on February 19, 2013.

2. Whether the instant disposition is lawful
