1. The plaintiff's claim is dismissed.

Reasons
1. Details of the disposition;
A. The Plaintiff acquired a motorcycle driver’s license on July 10, 2005, a motorcycle driver’s license on February 23, 2007, a Class-II driver’s license on March 14, 2007, and a Class-I driver’s license on August 11, 2009, respectively.
B. On May 9, 2018, the Plaintiff, while under the influence of alcohol at 01:0% of alcohol level, driven B from the entrance of the Jeju apartment to the D Apartment parking lot (hereinafter “instant drunk driving”), was charged with other vehicles parked adjacent to the route of the D Apartment at the time of Jeju, and the police was exposed to the alcohol level.
C. On May 31, 2018, the Defendant is on the ground of Article 93(1)1 or (3) of the Road Traffic Act on the ground of driving under the influence of alcohol in this case.
A disposition to revoke all the drivers' licenses stated in the subsection (the effective date, June 21, 2018, and the disqualified period, June 21, 2018, from June 201 to June 20, 2019; hereinafter “instant disposition”).

2. Whether the instant disposition is lawful
A. The plaintiff's assertion completed meals with his family on the day of this case, and returned home using his substitute driving. The plaintiff sent a substitute engineer and driven a short section to find a parking space. The plaintiff was a model driver except for minor violations of laws and regulations for about 12 years. The plaintiff is currently running and managing the vehicle at Jeju and Seopopo City, and when the driver's license is revoked, it is impossible to perform his/her duties and it is difficult to perform his/her duties, and the defendant's disposition of this case is unlawful since the defendant's disposition of this case is excessively harsh and is abuse of discretion and abuse of discretion.
