피고인은 2016. 5. 23. 16:10경 강릉시 영동대학교 앞 노상에서부터 같은 시 성산면에 있는 동해고속도로 강릉톨게이트 노상까지 약 1킬로미터 구간에서 자동차 운전면허 없이 본인 소유 B 스타렉스 6밴 화물차량을 운전하였다.
