1) Defendant A

(a) No person shall abandon or neglect a ship on public waters without good cause;

Nevertheless, from February 28, 2013 to April 16, 2016, the Defendant neglected the above vessel on the public waters in the vicinity of the Heungjin-gun.

(b) A person who has been ordered by the management agency of public waters to remove abandoned ships due to the possibility of undermining the efficient use of public waters and water pollution shall comply therewith;

2. Around 22: (a) the vessel was ordered to be removed on two occasions from the number of Goung-gun-gun, but did not comply therewith.
