1. On December 8, 2016, the National Labor Relations Commission rendered the Central Labor Relations Commission No. 2016, 1023 between the Plaintiff and the Defendant joining the Defendant.
Reasons
1. Details of the decision on retrial;
A. Status of the parties 1) The Intervenor joining the Defendant (hereinafter “ Intervenor”)
(2) On December 28, 201, the Plaintiff is a juristic person established to operate the Seoul National University pursuant to the Act on the Establishment and Operation of Seoul National University, which employs approximately 3,200 full-time workers. 2) The Plaintiff was appointed as an educational administrative official on March 1, 1994, and served as a public official on October 11, 200, and was established as a juristic person by an intervenor and was appointed as an employee of the Intervenor.
B. On October 11, 200, the Intervenor’s order for removal from position and education and training against the Plaintiff was served at B, C, D, E, F, G, H graduate schools, etc. On the part of the Intervenor, the Plaintiff requested the Intervenor to transfer the Plaintiff to the following content. On November 27, 2000 of the date of requesting the transfer of the affiliated agency (work period) the Plaintiff’s request for the transfer of the Plaintiff: (a) on November 27, 2000 (work period between October 11, 200 and August 31, 2001) the Plaintiff’s continuous interview with the head of the agency having expressed the Plaintiff’s complaints in addition to several times; (b) on March 4, 2002, the Plaintiff did not seem to have made any demand for correction, despite the fact that there were several demands for correction on September 1, 201 to September 31, 2002.

5. Failure to perform good faith and to obey - The F Research Institute of Korea, July 21, 2008 (from April 16, 2008 to September 7, 2008), which lacks good faith as a public official and has many reasons for not complying with the instructions of superior.
1. It is inappropriate for the head of the administrative office and the head of the research institute to smoothly perform the duties of the research institute due to the lack of basic understanding of roles that should be performed;
2. Neglecting to perform his/her duties (the overall control of administrative affairs and other management affairs only);
3.Serious problems in personal relations.
