Basic Facts

The plaintiff entered the Army on September 29, 1992.

On October 31, 1992, while serving in the military, the Plaintiff was diagnosed by the National Armed Forces Waterworks Hospital as the “Matern Matern (hereinafter “instant wounds”) and was discharged from military service on February 11, 1993.

The plaintiff applied for the registration of a person of distinguished service to the defendant on the basis of the difference in the case.

On July 7, 2014, following the deliberation and resolution of the Board of Patriots and Veterans Entitlement, the Defendant rendered a decision on the eligibility of persons who rendered distinguished services to the State and persons eligible for veteran's compensation on the ground that there is no objective medical data to recognize that the instant wounds occurred due to the performance of military duties

(hereinafter “each disposition of this case”). Ultimately, the difference in this case is a direct cause for the education and training of military units, or the disease becomes worse beyond the natural progress by receiving mental physical stress due to the continued training in a military unit without proper treatment.

Therefore, there is a proximate causal relationship between the instant wounds and the Plaintiff’s performance of official duties, and thus, the requirements for persons of distinguished services.
