Reasons
Punishment of the crime
A person who intends to hold an outdoor assembly or demonstration shall submit a report on it to the head of the competent police station from 720 hours to 48 hours before commencing the outdoor assembly or demonstration.
Nevertheless, the Defendants came to know that the Ministry of Education was scheduled to officially announce the policy of the State's purification of the history textbook on October 12, 2015, the Defendants conspired to impose punishment on the 13 persons (H, I, J, K, L, L, M, M, N,O, P, Q, Q, R, S, and T) such as the representative H of the G organization, along with the 13 persons (H, I, J, K, Q, R, and T) of the Seoul Jongno-gu, Jongno-gu, Jongno-gu, Seoul, Seoul, to object to the National Textbook.
Accordingly, on October 12, 2015, the Defendants gather together with 13 persons, including H, and 15:00 on October 12, 2015, when they did not report outdoor assemblies and demonstrations to the head of the competent police station, and (1) H, I, and J are on the top of the Dong-gun, Dong-gun of the above order, and (2) the history of the National Textbook D, O, and J is recorded in the National Textbook.
