Defendant
A is the representative director of C and a person who exercises overall control over the above company's business affairs. Defendant C is a corporation established for hotel and lodging business, etc. for the purpose of hotel and lodging business, and is the owner of the building C on the ground of Gyeong-gun, G, H, I, C, J, K, L, M, C and O building on the ground. Defendant B is the representative director of Seongdong-gu Seoul Metropolitan Government D and the representative director of the above company and the person who exercises overall control over the above company's business affairs. Defendant D is the corporation established for the purpose of building construction business, etc. of the above C building.
1. Joint criminal conduct by Defendant A and Defendant B
(a) A project owner who intends to change a building permit shall obtain permission from the permitting authority before such change is made;
