No automobile which is not covered by mandatory insurance shall be operated on a road.

Nevertheless, around 16:30 on March 28, 2016, the Defendant operated the above 1km section from the front of Dongdaemun-gu Seoul Metropolitan Government to the end of approximately 104-1, Dongdaemun-gu, Dongdaemun-gu, Seoul, on the road.
