On October 24, 2016, around 08:50 on October 24, 2016, the Defendant driven a rocketing car without obtaining a driver’s license from around 09:05 to around 9:05 on the roads near Seongbuk-gu, Seongbuk-gu, Seongbuk-gu, Sungnam-gu, Sungnam-si to the road in front of 903.
