A defendant shall be punished by imprisonment for one year.

2,566,00 won shall be additionally collected from the defendant.

The additional collection charge shall be equivalent to the above additional collection charge.

Punishment of the crime

On December 22, 2016, the Defendant was sentenced to imprisonment with prison labor for a violation of the Act on the Control of Narcotics, Etc. at the Suwon Friwon (hereinafter referred to as the “Act”), and on April 11, 2017, the said judgment became final and conclusive.

Despite the fact that the Defendant is not a narcotics handler, he dealt with the Mept cloptopy (one philopon; hereinafter “philopon”), which is a local mental medicine, as follows:

On September 24, 2016, the Defendant: (a) remitted 600,000 won to the bank account used by D; and (b) purchased and sold approximately 2g philopon from D at around 2g, in the residence of 3rd floor in Ansan-si, Gyeonggi-si; (c) around 23:52.

Despite the fact that the Defendant is not a handler of narcotics, the Defendant handled Mepter (one philopon; hereinafter “philopon”) who is a local mental medicine as follows.

1. On August 2016, the Defendant, in collusion with E, administered philophones in a manner of cutting off approximately 0.3g of philophones in the residence of the 3rd floor in Ansan-si, Gyeonggi-si, Gyeonggi-si, the Defendant: (a) laid off the philophones on a gambling ground; (b) throwing the steam produced through the inhaled tool created by raw water disease; and (c) throwing it over with E by using the steam as soon as possible; and (d) inhaleing it.

2. On September 25, 2016, the Defendant purchased and sold 0.7 grams in front of the Guro-gu Seoul Metropolitan Government F-ro, with the price of KRW 300,000 from G, and with the price of KRW 0.7 grams.

Despite the fact that the Defendant is not a person dealing with narcotics, the Defendant treated the Mepter (hereinafter referred to as the Melopon, hereinafter referred to as the “Melopon”) which is a local mental medicine as follows.

1. Sale and purchase of phiphones;

A. On May 2016, the Defendant: (a) 20:00 to 21:00; (b) 300,000 won from I to H in the Defendant’s house located near the Gyeonggi-si’s members; and (c) sold 0.8g of phiphonephones to I; and (d) sold 0.8g of phiphones to I.

B. On May 2016, the Defendant: (a) 20:00 to 21:00, 300,000 from the J at the Defendant’s home.
