The prosecution of this case is dismissed.
Reasons
1. The Defendant is a person serving as a presiding official in C Newspaper. A.
On January 7, 2014, the defendant published articles in C, a title of "D", in order to slander the victim E, the defendant did not divulge the personal information of the civil petitioner who filed a subsidy-related civil petition by the victim who is a public official of the Geumsan-gun Office, and did not force the civil petitioner to report it in a press organization, but the public official of the Geumsan-gun Office divulges the personal information of the civil petitioner who filed a subsidy-related civil petition, thereby infringing the rights and interests of the civil petitioner, and forced the civil petitioner not to report it to the press organization. The quality of the public official is doubtful."
Accordingly, the defendant damaged the reputation of the victim by openly pointing out false facts in the publication.
B. The Defendant, on January 14, 2014, posted an article as the title of “F” on the Social Round of the Republic of Korea, was aware of the fact that the Defendant conspired with public officials in charge of G, and J Farming Cooperative in collusion with public officials in charge of G, M, and H in order to slander the victim, and that he did not receive any suspicion that he/she had taken advantage of the fact that he/she did not bring about intimidation to a farmer who raised an objection. However, the Defendant did not have any suspicion that he/she had taken advantage of a considerable portion of the subsidy in collusion with the person in charge of G, M, M, and J Farming Cooperative.
The details of the subsidy disbursement are revealed to be a fake false document, but they are consistent with it.
When a person in charge of I of the Geumsan-gun raises a problem such as raising a later objection to the subsidy, he makes a statement of intimidation that the subsidy will be reduced in 2014, and makes the farmers be disadvantaged if he does not comply with the disposition of the Geumsan-gun.
