No person subject to an order to complete a sexual assault treatment program issued by a court shall refuse to comply with an order issued by the head of the protective observation station or the head of the relevant correctional institution to complete a program, and shall refuse to comply with an order to complete a program without good cause after receiving warning under Acts on protection, observation

Nevertheless, the Defendant refused to comply with the first completion order from August 4, 2020 to September 1, 2020, and received the first warning on September 8, 2020, and failed to comply with the second completion order from September 15, 2020 to September 22, 2020 without any justifiable reason.
