C Co., Ltd. is an agricultural corporation that carries on the distribution and sale of agricultural products in Heak-gu Seoul Metropolitan Government D, and Defendant B is the representative of the Co., Ltd., Defendant A is the actual owner of Seocho-gu E in Cheongju-si, and F was the owner of Seocho-gu G in Cheongju-si.

A person who intends to engage in development activities, such as changing the form and quality of land, installation of structures, etc. shall obtain permission from the Special Metropolitan City Mayor, Metropolitan City Mayors, Metropolitan Autonomous City Mayors, Special Self-Governing Province Mayors, or heads of Sis/Guns/Gus, and permission for alteration

Defendant B, from October 2018 to December 2, 2019, performed an act of raising at least 2 meters of H-5 square meters of land in Cheongju-si, Seo-gu without permission for development activities, and performed an act of developing land without permission for development activities, including changing the form and quality of land on the total area of 5,452 square meters of land in 13 lots, as shown in the attached Table of List of Crimes.

2. The Defendant C, at the same time and place as paragraph 1, committed a violation as Paragraph 1 in relation to the Defendant’s business by a representative of the Defendant.

On October 2019, Defendant A obtained a development permit, such as construction of a warehouse, etc., on the land of 2,133 square meters in Seo-gu, Seo-gu, Seo-gu, Seo-gu, Cheongju-si, and subsequently changed the form and quality of land by raising at least 2 meters without permission for change.
