Reasons
Punishment of the crime
Where a person who has obtained permission for occupancy or use (hereinafter referred to as " occupancy or use") of public waters intends to change matters prescribed by Presidential Decree, such as the period, area, and purpose of occupancy or use among the permitted matters, he/she shall obtain permission for change from the management agency of public waters and shall not allow others to occupy or use the permitted public waters.
