위 공모에 따라 피고인들은 C과 함께 2017. 8. 16. 경부터 2017. 8. 29. 20:00 경까지 사이에 피고인 A이 러시아 국적의 성매매 여성 D 등을 고용하고, 피고인들과 C이 순차로 ‘E’ 등 채팅앱을 이용하여 ‘ 러시아 백마, 40분 코스 14만 원, 60분 코스 16만 원, 60분 투 샷 19만 원, 90분 투 샷 23만 원, 60분 릴레이 투 샷 23만 원, 90분 릴레이 투 샷 25만 원’ 이라는 내용 등의 성매매 글을 게시하여 불상의 성 매수 남성들을 모집한 다음, 위 성매매 여성 D 등으로 하여금 청주시 일원의 모텔에서 성 매수 남성들과 성 교행위를 하게 하였다.
