1.With respect to the exclusion of the President from the promotion of principals pursuant to Article 16(2) of the State Public Officials Act.

1. Details of the disposition;

A. Plaintiff A is an assistant principal of the Gwangju E Elementary School; Plaintiff B is an assistant principal of the High F Elementary School; Plaintiff C is an assistant principal of the Ansan G Elementary School; Plaintiff C is an assistant principal of the Goyang G Elementary School; and Plaintiff D is a person who works for Si Heung Middle School Teachers.

B. 1) The Plaintiffs are the students of I Graduate School (hereinafter “I Graduate School”).

In accordance with the audit and inspection results by the Board of Audit and Inspection that I graduate schools granted degrees through abnormal academic management such as giving credits even at sight due to reduction classes, etc., Defendant Minister of Education requested I graduate schools to revoke the Plaintiffs’ degree, and requested Defendant Gyeonggi-do superintendent of education to withhold employment based on the premise of the Plaintiffs’ master’s degree acquisition until the measures related thereto are completed. Accordingly, Defendant Gyeonggi-do superintendent of education withheld personnel management (e.g., promotion, qualification training, etc.) on June 7, 2013 for Plaintiffs and holders of I graduate schools (hereinafter “instant personnel postponement disposition”).

(2) The relevant persons, including the Plaintiffs, filed a lawsuit seeking the revocation of the instant disposition of withholding personnel affairs (U.S. District Court 2013Guhap6153), and applied for the suspension of validity of the instant disposition of withholding personnel affairs (U.S. District Court 2013do686), and the Suwon District Court rendered a decision to suspend the validity of the instant disposition of withholding personnel affairs until the judgment on August 6, 2013 in the instant case is rendered.

The above case is currently pending.

C. 1) Plaintiffs A, B, and C are regular teachers of teachers on September 1, 2014 (hereinafter “instant regular personnel”).

The promotion of the principal and the plaintiff D applied for the promotion of the assistant principal in the school, and the plaintiff D applied for the promotion of the assistant principal in 2014 prepared by the defendant-do superintendent of education, the order of promotion of the plaintiff A and C in the register of candidates for promotion of the principal in 49 and 175, and the order of promotion of the plaintiff B in the register of candidates for promotion of the principal in 2014 prepared by the superintendent of education of Jeollabuk-do was 33.
