A defendant shall be punished by imprisonment for four months.

However, the execution of the above punishment shall be suspended for one year from the date this judgment becomes final and conclusive.

2. Article 81-1-2 of the Automobile Management Act provides that "a person who shields a registration license plate or makes it illegible with intention," and does not provide that "a person who operates such a motor vehicle."

Furthermore, Article 84 (3) 1 of the same Act shall read a registration number plate or make it illegible, or operate such a motor vehicle.
