1. On August 1, 2013, the Defendant issued an order to return expenses and subsidies of KRW 5,739,200 to the Plaintiff on August 1, 2013, 5,345.

1. Details of the disposition;

A. The Plaintiff is the president of the C Child Care Center, a public child care center located in Bocheon-si B (hereinafter “instant Child Care Center”).

B. On April 5, 2013, as a result of the inspection of the operational status of the child care center of this case, the Defendant discovered the fact that the Plaintiff was granted subsidies by fraud or other improper means by entering the child care information system as if the Plaintiff violated the standards for placement of infant care teachers and staff and was present during the absence period for children D registered in the said child care center.

C. Accordingly, on June 7, 2013, the Defendant issued a return order of KRW 5,739,200 to the Plaintiff (hereinafter “instant order of suspension of qualification”), based on Articles 40, 45, and 46 of the former Infant Care Act (amended by Act No. 11858, Jun. 4, 2013; hereinafter “Child Care Act”), with the following six months (hereinafter “instant order of suspension of operation”), the suspension of the head of a childcare center’s qualification for six months (from August 1, 2013 to January 31, 2014; hereinafter “instant order of suspension of qualification”), the expenses and subsidies, and orders of return of KRW 5,739,200 (hereinafter “instant order of return”), and each of the instant dispositions collectively referred to as “each of the instant dispositions”).

A false registration shall be made as if he/she actually complies with standards for half-time placement of basic childcare fees for a period of time that he/she actually worked as a teacher, and a report on the actual appointment of a person who is classified into two different grounds for disposal (hereinafter referred to as "grounds for disposal 1") and an unfair request for half-day placement days E on January 7, 2013 shall be made as follows: (a) 438,250 won on December 26, 2012; and (b) 1,024,930 G 130 won on January 15, 2013; (c) 1,000 won on March 21, 2013; (d) 1,024; (e) 1,070 won on January 14, 2013; and (e) 2, 2013. 1; (e) 1,030 won on infant care teachers who are actually employed as a teacher with no qualifications for childcare;
