Reasons
Punishment of the crime
On January 5, 2004, the Defendant issued a summary order of KRW 1.5 million for a crime of violation of the Road Traffic Act at the Changwon District Court’s branch on January 5, 2004. On April 6, 2015, the court issued a summary order of KRW 4 million for a crime of violation of the Road Traffic Act. On May 21, 2018, the court issued a summary order of KRW 4 million for a crime of violation of the Road Traffic Act.
【Criminal Facts】
1. On July 29, 2018, the Defendant violated the Road Traffic Act and the Road Traffic Act (driving without a license) (hereinafter referred to as “driving”). On July 29, 2018, around 20 meters from the 20-meter section from the front of the village sperm B at the time of a macro-city to the front of the village hall, the Defendant driven a Doco-bandon truck with a blood alcohol concentration of 0.150% without obtaining a driver’s license.

2. No owner of an automobile in violation of the Guarantee of Automobile Accident Compensation Act shall operate any automobile on a road which is not covered by mandatory insurance;
Nevertheless, the Defendant, as the owner of the D Coindo - Bom, operated the said cargo without mandatory insurance at the time and place specified in paragraph (1).
On April 6, 2015, the Defendant issued a summary order of KRW 4 million for a violation of the Road Traffic Act at the Changwon District Court’s Tong-gu branch on April 6, 2015, and on May 21, 2018, the Defendant issued a summary order of KRW 4 million for a violation of the Road Traffic Act at the Changwon District Court’s Tong-gu branch on May 21, 2018, and on September 13, 2018, the Defendant was not detained due to a violation of the Road Traffic Act (driving) at the Changwon District Court’s Tong-gu branch on September 13, 2018, and is currently pending trial.
