Defendants shall be punished by a fine of five million won.

Reasons
Punishment of the crime
Defendants obtained permission from the competent authority for cultivation of inland sea water from March 26, 2013 to March 25, 2018 for the cultivation of vegetable fish from the west-gun C and D to March 25, 2018. From June 1, 2018 to May 31, 2023, Defendants obtained permission for cultivation of inland sea water for the cultivation of vegetable fish.
1. The Defendants’ co-principal
(a) A person who intends to run the business of cultivation of inland sea water in the area of inland sea waters artificially developed by any person who violates the Fisheries Act due to the business of cultivation of inland sea water without permission shall obtain permission from the competent authority for each fishing vessel, fishing gear, or facility;
Nevertheless, the Defendants, from March 26, 2013 to June 2014, 201, engaged in the land seawater fish farming business by planting a new letter without obtaining permission from the competent authority in the Republic of Korea F, G, and E. From June 1, 2018 to October 2018, the Defendants engaged in land seawater fish farming business in a manner of planting Gap-sea fish without obtaining permission from the competent authority.
(b) Any person who violates the Public Waters Management and Reclamation Act shall obtain permission for occupancy or use of public waters from the management agency of public waters in order to draw water from public waters;
Nevertheless, from March 26, 2013 to June 2014, the Defendants occupied or used public waters by raising sea water from nearby beaches through a sea water drain pipe installed for the occupation or use of public waters in the new fish farm operated by the Defendants in the Republic of Korea, F, C, G, D, and E from March 26, 2013 to June 2014, without obtaining permission for occupation or use of public waters from the management agency of public waters at the same place without obtaining permission for occupation or use of public waters from June 1, 2018 to October 2018.
