A defendant shall be punished by imprisonment for one year.
However, the execution of the above punishment shall be suspended for a period of two years from the date this judgment becomes final and conclusive.
Reasons
Punishment of the crime
Even if the Defendant is not a narcotics handler, the Defendant handled the Metropha (one philopon; hereinafter “philopon”) which is a local mental medicine as follows.

1. On May 13, 2017, on May 13, 2017, the Defendant purchased phiphones from the roads near D stations located in Gangseo-gu Seoul Metropolitan Government, via the introduction of E, KRW 1.5 million in cash to the seller of philophones, and purchased approximately six grams of philophones contained in the relevant seller’s plastic sealing.
2. On May 14, 2017, the Defendant: (a) delivered phiphones to E on May 14, 2017; (b) around the new wall on May 14, 2017, the Defendant: (c) delivered a disposable injection machine with approximately 0.07g phiphones from the bitphones room in the south-gu Incheon Metropolitan City, to E without compensation; (d) inserted approximately 0.07 gramphones in the same place into a one-time injection machine; (d) injected them with water; (e) delivered two phiphones in the same manner at the same place around the day; (e) delivered the same method to E; (e) delivered two phiphones in the same manner at the same place; (e) delivered two phiphones to E; and (e) delivered three phiphones over the same manner at the same time; and (e) delivered three grams to E in the same way; and (e) transferred three grams over the same way.
3. On May 24, 2017, the Defendant administered philophone medication by inserting approximately 0.07 gramphones from the Defendant’s home located in the Nam-gu Incheon Metropolitan City, on May 24, 2017, to his/her arms and trophs in his/her arms and o.07 grams from the Defendant’s home located in the Nam-gu, Incheon.
4. On May 25, 2017, the Defendant, holding phiphones, contained in the fluoryl chloride 11:10 on May 25, 2017, contained in the fluoryl chloride 4.25g and water in liquid form.
