1. All of the plaintiff's claims are dismissed.
2. The costs of lawsuit shall be borne by the Plaintiff.
Reasons
1. Details of the disposition;
A. On August 28, 1950, the Plaintiff entered the hospital and discharged from military service on September 9, 1952.
B. In early 1952, the Plaintiff: (a) received an operation at the stage of an association during battles; (b) was sent to the Gangnam-si Hospital in the name of the sick; (c) was unable to perform the operation; and (d) was transferred to the 18th Army Hospital in the 18th Army in the Republic of Korea; and (c) was transferred to the hospital in the 18th Army in the 1952 and was discharged from military service; and (d) filed an application with the Defendant for registration of persons of distinguished service to the State.
C. On February 14, 2019, the Defendant rendered a decision on the Plaintiff’s non-conformity of the requirements for persons who rendered distinguished services to the State and persons eligible for veteran’s compensation (hereinafter “instant disposition”).

2. Whether the instant disposition is lawful
A. The gist of the plaintiff's assertion was that the plaintiff suffered from a cause unexplosion during the military service and received an operation. The plaintiff's above clothes occurred during the military service period, and the plaintiff did not have any fact that the plaintiff lives in the house or lives in other places during the military service, and it is obvious that the above clothes of the plaintiff are different during the military service.
Therefore, the Plaintiff constitutes a person of distinguished service to the State (main claim), and at least constitutes a person eligible for veteran’s compensation.
(Preliminary Claim), however, the disposition of this case by the defendant, which the plaintiff judged otherwise does not meet the above requirements, is unlawful.
B. Article 4(1)6 of the Act on the Honorable Treatment and Support of Persons, etc. of Distinguished Service to the State provides that “A soldier, etc. sustained wounds in the performance of duties or education and training directly related to national security or the protection of people’s lives and property” as the requirements of soldiers and police officers, and Article 2(1)2 of the Act on Support for Persons Eligible for Veteran’s Compensation is the requirements of soldiers and police officers
