A defendant shall be punished by imprisonment for not more than ten months.

However, the execution of the above punishment shall be suspended for two years from the date this judgment became final and conclusive.

Punishment of the crime

1. On June 28, 2014, under the participation of 10,000 union members, citizens, etc. around June 19, 2014, the president of the National Democratic Transport Union (C) held an outdoor assembly or demonstration at the 14th square of Jongno-gu Seoul Jongno-gu, Jongno-gu, Seoul, from around 19:00 on June 28, 2014 to around 20:00 on June 28, 2014, stating the fact-finding and privatization in relation to the sinking of the Sewol Ferry, the 14th square of Jongno-gu, Jongno-gu, Jongno-gu, Seoul, claiming “the 2nd square of the 2nd city square of the Cheongguk-si, the Cheongcheon-gu, the Cheongcheon-gu, Cheongcheon-gu, Ma-gu, 2000.”

On June 28, 2014, around 17:10, organizations such as the National Democratic Union Federation of Workers' Unions, the National Agricultural Association of Korea, and the National Public Officials' Union began to hold the second City conference, and the participants increased to 4,000 persons on the same day, which began to take place at 3,00 persons around 17:40 on the same day. At around 18:10 on the same day, more than 3,00 persons participating in the assembly were occupying 8:0 lanes prior to 18:0 each of the above 1:8-2-lanes of Seoul, namely, “No. 1:00 persons participating in the second City Council” and “No. 1:00 persons participating in the second City Council from around 10:0 to around 19:50 on the same day, it was impossible for the Defendant to communicate with the two-lanes of Seoul, namely, 2:00 persons participating in the two-lanes of Seoul.
