1. Details of the disposition;

A. ① The purpose of the Plaintiff’s Korea Damage Evaluation Association (hereinafter “Plaintiff”) is to maintain the sound order of its members and protect the rights and interests of policyholders, etc. and to contribute to the sound development of the damage evaluators system as a corporation established on January 26, 1988, including “members’ rights and interests, theories related to damage evaluation, relevant laws and regulations, survey and research, etc., information exchange between domestic and foreign certified damage adjusters and relevant institutions and organizations, publication of publications related to damage evaluation, education and training of certified damage adjusters and their assistants, etc.”

- Investigation and review of insurances based on expertise in the field of insurance investigation – Investigation and analysis of insurance accidents, and detection and prevention of insurance crimes at all stages of insurance business, such as assessment of damages and payment of insurance proceeds;

B. On February 24, 2016, an incorporated insurance training institute (hereinafter “Insurance Training Institute”) established with education and training of executives and employees of an insurance company as its intended business, applied to the Defendant for the qualification of “insurance investigation and analysis agent” performing the following duties as a private qualification pursuant to Article 17(1) of the Framework Act on Qualifications and Article 23(2) of the Enforcement Decree of the same Act (hereinafter “instant application”).

C. On April 20, 2016, the Defendant requested the Chairperson of the Financial Services Commission, who is a competent authority in the field of insurance and damage assessment, to examine the requirements for the registration of private qualifications of the insurance researchers under the instant application, and on May 30, 2016.
